My plan for the EPA when I'm elected president: A contest to see which employees can find the MOST regulations we can live without. The top 12 get to keep their jobs - all the rest are fired - the remaining 12 will be known as the Clean Dozen and any regulations they deem necessary will be sent to Congress for approval.
