The EPA is considering particulate rules that will affect farming operations. It hasn't happened yet, but if implemented, harvesting dry grains/hay and fitting fields for planting will become more difficult. (The ideal time to plow and disc is when dust rises from the implement because if the soil is too wet, compaction results).
This article reads like a rural legend. I searched for confirmation and came up empty.
