this is one of the reasons why poor people ( people that make $60,000 or less and year to support the WHOLE family hate the rich) hate the rich. The rich misuse and abuse their money for funding of totally stupid things like this. How may stray pets could be saved by setting up shelters and fixed and neutered with that kind of money a year?
Some of the paint jobs cost $15,000 and had to be repeated every 3 months
