Or maybe even cyber-attacks in this computerized, internetted and generally global-villaged age. So he's going to rely on "a series of graded options" instead of leaving the nuclear one so open. It's an old theory, that of graded responses. We've seen how well graduated escalation has worked in the past, as in Korea and Vietnam. Namely, not very well. Those are examples to beware, not emulate."
